Enacted Budget – Fiscal Year 2026
West Virginia Governor Patrick Morrisey signed the fiscal 2026 budget on April 17 with 29 objections. General revenue appropriations in the bill prior to the objections totaled $5.3 billion, an increase of $133.2 million, or 2.6 percent, over the fiscal 2025 general revenue enrolled budget. The general revenue fund estimate for fiscal 2026 (as noted in the fiscal 2026 Budget Report) is $5.3 billion, an increase of 1.1 percent over fiscal 2025.
The budget signed by the governor is designed to provide flexibility to address future uncertainties, such as stock market fluctuations and changes to federal spending, ensuring programs will be fully funded throughout the year. The budget fully funds Medicaid, senior services, and the HOPE scholarship, while making targeted cuts to spending. In the case of a surplus, up to $100 million will be allocated to funding road maintenance and improvement projects across the state. Legislators noted the budget includes pay raises for public defenders, increases to the Higher Education Policy Commission, and increased funding for pregnancy centers, Health Right, birth to three, waiver programs, adoption, and foster care programs.
